The Journeyman ICAM Specialist will support Identity, Credential, and Access Management (ICAM) services, focusing on Tier-2 directory and Single Sign-On (SSO) operations, PIV-based multi-factor authentication (MFA), privileged access controls, audit logging, and compliance reporting in on-premises, cloud, and hybrid environments.
**Key Responsibilities:**
- Operate and maintain enterprise directory, federation, and Single Sign-On (SSO) services for DHS IT and OT environments, encompassing on-premises, cloud, and hybrid systems.
- Act as a Tier-2 ICAM engineer, resolving complex authentication, identity, and access issues, and executing approved configuration changes across directory and SSO platforms.
- Oversee PIV-based multi-factor authentication (MFA) and ensure adherence to HSPD-12 requirements for logical access.
- Implement role-based access control (RBAC) and least-privilege principles, including management of privileged account lifecycle, audits, and privileged user training support.
- Ensure comprehensive ICAM audit trails are maintained, with logging, monitoring, and evidence collection to support DHS compliance, cybersecurity operations, and audit readiness.
- Generate ICAM compliance, lifecycle, and metrics reports, including tracking inactive accounts, service accounts, and conducting annual credential resets.
- Create and maintain detailed documentation, workflows, and standard operating procedures for ICAM, promoting operational transparency, resilience, and knowledge transfer.
**Minimum Requirements:**
- Hands-on experience managing enterprise directory services and SSO/federation platforms.
- Experience with PIV-based multi-factor authentication and compliance with HSPD-12 for logical access.
- Proven expertise in managing privileged accounts, enforcing RBAC, and implementing least-privilege controls.
- Experience with maintaining ICAM audit logs, lifecycle reporting, and compliance documentation.
- Aptitude for identifying inactive accounts, tracking service accounts, and managing annual credential resets.
- Proficiency in supporting ICAM services across various environments, including on-premises, cloud, and hybrid.
- Familiarity with integrating ICAM operations with cybersecurity, incident response, and audit functions.
- Bachelor's degree in information systems, Computer Science, Cybersecurity, or related field (or equivalent experience).
- A minimum of 5 years of experience supporting enterprise identity, directory, or access management services.
**Preferred Qualifications:**
- Experience in federal government environments.
- Understanding of Zero Trust identity concepts and enterprise authentication modernization.
- Experience in developing automated audit reporting and identity analytics dashboards.
- Strong skills in documentation and communicating with stakeholders.
- Experience supporting initiatives related to ICAM user and privileged access training.
